Japanese nationals who lived abroad with a guardian for 2+ consecutive years and are no more than 2 years back as of entry (a return on or after 1 March 2025 counts for April 2027), or are still abroad after 2+ years; living with a guardian at an address in Tokyo and commuting from Tokyo.

保護者に伴い連続して２年以上海外に在住していた者…で、入学日現在当該海外在住期間終了後２年以内の者。ただし、入学日現在当該海外在住期間終了後２年を超える者のうち、帰国日が令和７年３月１日以降の者については、入学日現在当該海外在住期間終了後２年以内とみなす。／保護者…と同居している者で、都内に住所を有し、入学後も引き続き都内から通学することが確実な者
