Rules for Kita only. Other wards differ: check with your ward office.
Kita ward (北区) is taking April 2027 licensed-daycare applications at
the counter, by mail and online. The page says the counter gets crowded
from about mid-November. It does not print the day the first round opens.

First
Deadline 17:00 on Tue 1 Dec 2026, including facility changes. Extra documents by 17:00 on Tue 8 Dec 2026. Opening day not stated.
Mon 8 Feb 2027
Second
Wed 2 Dec 2026 – Mon 15 Feb 2027, weekdays only
Fri 5 Mar 2027
The second round's open places are what is left after the first round.
Weekends, holidays and the new-year break are excluded from both rounds.
If you applied on or after 1 August 2026 and nothing has changed, the
ward says you do not have to apply again. Read the "important points"
guide as well. The ward said that guide would be published on
21 October 2026.
Before the birth
Applications before birth, for April 2027, depend on the facility's
youngest age and on the due date:
Facility type
Due dates that can apply before birth
Care from the end of maternity leave
17 Nov 2026 – 3 Feb 2027
Care from 3 months
17 Nov 2026 – 1 Jan 2027
Care from 4 months
17 Nov 2026 – 1 Dec 2026
Bring the consent form and something that shows the due date, such as
the mother-and-child handbook. After the birth, file the birth-registration
copy and a certification-change form.
Certificates
Each parent, and a grandparent under 60 who lives with you, needs a
document showing why the child needs daycare. An employment certificate
or a medical certificate must be dated within three months. If you
lived outside Kita on 1 January 2026, you need that municipality's
fiscal-2026 residence-tax certificate, including dependents and
deductions.
An offer is not the end. You then attend the facility's interview and
health check. Small-scale, employer, home-based and private certified
centres also need a contract with the provider. There is no March entry.
Verify with Kita's admissions desk (保育課入園相談係, 03-3908-9129).
