Daycare hours: standard time, short time, and what extended care costs

When a city certifies that your child needs daycare, it also certifies how much of the day (保育必要量, hoiku hitsuyōryō). 保育標準時間 (hoiku hyōjun jikan, standard time) is the longer band. 保育短時間 (hoiku tanjikan, short time) is the shorter one. The band is not the hours painted on the gate. Kawasaki's and Koto ward's fiscal-2027 guides show how two cities apply the split. Another ward's gate times will differ.

What the two bands mean

Kawasaki sets the ceiling at 11 hours for standard time and 8 hours for short time. Its guide of thumb for standard time is work of 120 hours or more a month, or a need for care of more than 8 hours a day. Breaks and commuting count in that daily figure. The city is only choosing the frame: somewhere between 8 and 11 hours, or within 8. The daycare then sets the actual drop-off and pick-up from your hours, your commute, and whether you are on maternity or childcare leave. Ask at the visit, and again when you enrol.

Koto describes the same two names against a sample gate of 7:30–18:30, with extension from 18:30 to 19:30:

Koto says short-time care is the usual certification when monthly work is under 120 hours, unless the shift and the commute regularly force you outside the 9:00–17:00 band. It is also the usual band when you are on childcare leave for a child other than the one you are applying for. The ward states:

「保育短時間」を希望・認定されても、保育園等の入園が有利・不利になることは一切ありません。

Choosing short time does not move you up or down the offer list.

The certification is a ceiling. Koto says the real hours are settled in the meeting with the daycare. You can change the band by the month. File the ward's change form with the childcare desk by the first day the office is open in the month you want the new hours.

A week at the daycare, in Kawasaki

Kawasaki's public daycares open Monday to Saturday, 7:30–18:30, with a core of 8:30–16:30. Sundays, holidays, and the New Year break are closed. Licensed private daycares are typically 7:00–18:00 or 7:30–18:30, with a core of 8:30–16:30 or 9:00–17:00. Some add their own closed days. Time outside the core for a short-time child is extended care, in 30-minute steps.

Kawasaki runs extended care at every public daycare and every licensed private daycare, though some private rooms skip it for the 0-year-old class or on Saturdays. Public daycares offer 7:00–7:30 in the morning and 18:30–20:00 in the evening. You apply to the daycare. The daycare has to agree. Some ages cannot start extended care on the first day.

You pay the month if you are registered, whether or not you use it every day. Households on public assistance and households that pay no resident tax do not pay this charge. Bands A and B on the fee table are the ones the table note excludes. An evening snack is extra, about 1,500 yen a month, and that snack is not waived for those households. A daycare that offers supper can add more. Public daycares collect the extended fee with the main fee. Licensed private daycares collect it themselves.

While you are already enrolled and you take childcare leave, Kawasaki keeps the place but switches you to short time until the leave ends. Shortened working hours that fall under 64 hours a month do not count as "working" for the need-for-care test at all. At 64 hours or more, the rank uses the hours from before the shortening.

What Koto charges beyond the gate

Koto's monthly daycare fee is zero under the rule in the fees article. Extended care is not. At a ward-run public daycare, spot extension is 100 yen per 15 minutes, on its own payment slip. The monthly extended-care contract is priced from both parents' resident-tax income levy. If that tax was never filed, the ward uses the highest amount. Private and small daycares set their own extended prices, and the ward does not collect them.

One Koto sample in a facility note prices spot extension at 500 yen per 30 minutes from 18:15 to 20:15. That is a facility figure, not the ward-run 100 yen rate. Read the facility line before you rely on either number.

What it costs if the band is wrong

Kawasaki's fee table has different columns for standard time and short time, and the city says the charge depends on the facility type and on the amount of care. The yen cells in that table did not extract cleanly, so they are not copied here. The notice after an offer is the figure that binds. Koto's monthly fee does not change with the band, because it is zero; the extended-care bill does change with how often you stay past the certified hours.

A short-time child who is collected at 18:30 from a Kawasaki public daycare is not "just a bit late". Those minutes are extended care, at the monthly rate once you are registered for them.

What goes wrong

  • Treating the opening hours as the certified hours, and then paying extension for the gap.
  • Assuming short time helps the application. Koto says it does not.
  • Staying on standard time during childcare leave for the enrolled child. Kawasaki moves that period to short time.
  • Dropping under 64 hours on a short-hours contract and losing the work reason entirely.
  • Forgetting that a monthly extended-care registration is charged for the month, not per day you use it.

Certification of hours is not a promise of a place. Kawasaki says the benefit notice itself is not an offer of a daycare seat.

  1. At the visit, ask for the core hours, the Saturday pattern, and whether the 0-year-old class has extension.
