Koto ward (江東区) has published the April 2027 daycare round (令和9年度).
The dates below are the ones on the ward's application page. A place is
not offered just because the form arrives on time.
First round (一次募集)
Mail and online: 13 October to 19 November 2026. Mail must arrive by
19 November.
The counter is not open for that whole stretch:
20–23 October 2026, 8:30–17:00 (until 19:00 on Wednesday), at Toyosu
Civic Center, 11th floor.
8–19 November 2026 at the ward office, 7th floor. Sunday 8 November
is open. Other weekends are not.
Extra documents for the first round must arrive by 2 December 2026.
The ward plans to mail first-round results on 25 January 2027.
A baby due on or before 3 February 2027 can be applied for before
birth in the first round only. Bring a copy of the mother-and-child
handbook (母子手帳) showing the due date. If the baby is born on or after
4 February, the ward says the application is considered for May or
later. A facility that accepts children from 4 months needs a due date
on or before 1 December 2026.
Second round (二次募集)
20 November 2026 to 12 February 2027, by counter, mail or online.
Extra documents must arrive by 12 February. The ward plans to mail
second-round results on 1 March 2027.
Point changes the ward lists for this year
The page says these rules changed. It does not print the whole points
table. Check the guidebook (入園のしおり) before you rely on a score.
Work of 48 hours or more a month is now a reason that counts
(月48時間以上).
A job offer (就労内定, shūrō naitei) is scored like work. The old
separate "job offer" reason is removed. The same change applies to a
school place that has been offered (就学内定).
"Other school" study is relaxed to 48 hours or more a month.
The −4 adjustment for a self-employed parent who does not file
proof is abolished. Without the proof, the ward says the application
is scored as job-seeking (求職).
A brother or sister of the child who holds a listed disability handbook
gets adjustment item 4 at +1. The page lists physical-disability
handbook grades 1–2 (hearing or speech grades 1–3), the intellectual-disability
handbook (愛の手帳) degrees 1–3, and mental-health handbook grades 1–2.
The child themself gets adjustment item 5 at +1 if they hold a
mental-health handbook grade 1 or 2, as well as the cases already covered.
A brother or sister already at the facility you hope to use, as of the
month you want to start, moves from +2 to +3. The old priority
rank for that situation is abolished.
A single-parent household, or a household with no parents, moves from
+2 to +3.
If you apply while planning to return from childcare leave, the return
deadline is now the 1st of the month after the entry month.
Documents the page names
Everyone: the use application, the household form (家庭状況届), the
child's health declaration (児童の健康状況申告書), proof that each parent
needs daycare (often an employment certificate, 就労証明書, for both),
the checklist, and an ID copy sheet if you apply by mail. Other forms
depend on the household. The page says to read the guidebook before you
send anything.
