Rules for Koto only. Other wards differ: check with your ward office.

Koto ward (江東区) ranks licensed-daycare applications by points. The fiscal-2027 guidebook (令和9年度江東区保育園等入園のしおり) prints the whole table on pp. 36–38. A ward meeting (利用調整会議) adds each household's base points and adjustments. The higher total gets the place; a tie goes to the priority list. The guide says the score cannot be calculated at the time you apply, and anything not written in the guidebook is not used.

The base date

Points are set from the papers the ward has received by the base date (指数基準日, shisū kijunbi). For April 2027 that is Wed 2 Dec 2026 for the first round and Fri 12 Feb 2027 for the second. For other months it is that month's application deadline. Papers that arrive later count from the next round. The guide's example: papers received on 8 June miss the 4 June deadline for July and count from August.

Base points (基準指数, kijun shisū)

Each parent gets one score; the household base is the sum of both parents. If a parent has two reasons, only the main one counts.

Work (就労, shūrō). From fiscal 2027 a job offer is scored the same as current work, and returning from childcare leave counts as work:

Job hunting (求職, kyūshoku) is 4, for up to three months. A parent who has died, divorced, never married, is missing or detained (不存在) is 12. Disaster recovery is 12. Illness, disability, caring for a relative, childcare leave for another child, birth and study have their own rows in the table on p. 36.

Rules the guide gives for work:

  • The minimum is 48 hours a month. The old minimum number of days was dropped from fiscal 2027. Below 48 hours you are assessed as job hunting.
  • Hours are contract hours including breaks, not overtime or commuting time.
  • Two jobs are added together. The guide's example: 8 h × 3 days at one job and 8 h × 2 days at another is 8 h × 20 days, 12 points.
  • If the certificate gives a range of days, the lower number is used.
  • A self-employed parent needs the company number on the employment certificate or other proof. Without it, the parent is assessed as job hunting.
  • Short-time work under a company childcare scheme is scored on contract hours, if it is still 48 h a month or more.

Adjustments (調整指数, chōsei shisū)

Applied only with proof. Nos. 1–3 do not stack, and 11 and 13 do not stack.

Limits on No. 13: you must have applied as a Koto resident by the base date (applications made while moving in do not count), care by relatives does not count, unlicensed care must be notified to the authorities, and a parent on childcare leave does not qualify.

Tie-break order (優先順位, yūsen jun'i)

  1. Parent is a Koto resident, including those moving in by the end of the month before entry.
  2. Single parent, or both parents absent.
  3. A parent posted away from home or abroad, absent more than 6 months from the start month, shown on the employment certificate.
  4. Higher household base points (base only, without adjustments).
  5. Moving on from a small-scale nursery with no partner facility, and the other cases listed on p. 38.
  6. Parent's reason is disability, illness, care or disaster.
  7. More children under 18.
  8. No grandparent under 65 living with you who can look after the child.
  9. Lower municipal tax for fiscal 2026. If you had no resident registration in Japan on 1 January 2026 and do not hand in proof of your 2025 income, such as a salary certificate, you are judged at the highest amount.
  10. Longer continuous residence in Koto.

Leave and job changes

  • You can apply while on childcare leave. If offered a place earlier than planned, you must shorten the leave and return by the 1st of the month after entry, to the same employer on the same terms. Otherwise the child is in principle withdrawn.
  • If your hours or employer change and your points drop, an offer can be cancelled or the child withdrawn. Tell the ward first.
